    Integrated Disease Surveillance Programme

    Integrated Disease Surveillance Programme (IDSP) was launched in November 2004 to strengthen the disease surveillance in the country by establishing a decentralized State based surveillance system for epidemic prone diseases to detect the early warning signals, so that timely and effective public health actions can be initiated in response to health challenges.

    Objectives:

    • To strengthen/maintain decentralized laboratory based IT enabled disease surveillance system for epidemic prone diseases to monitor disease trends and to detect and respond to outbreaks in early rising phase through trained Rapid Response Team (RRTs) Programme Components: Integration and decentralization of surveillance activities through establishment of surveillance units at Centre, State and District level.
    •  Human Resource & Capacity Building– Training of State / District Surveillance Officers, District IDSP Unit Staff, Rapid Response Team and other Medical and Paramedical staff on principles of disease surveillance.
    •  Use of Information Communication Technology for collection, collation, compilation, analysis and dissemination of data. • Strengthening of District Public Health Laboratories (DPHL). • Inter sectorial Co-ordination for zoonotic diseases surveillance Data Management:
    •  Under IDSP, data is collected on epidemic prone diseases on real-time basis. The information is collected on three specified reporting formats, namely “S” (suspected cases), “P” (presumptive cases) and “L” (laboratory confirmed cases).

    In Uttarakhand state IHIP launch in 3rd phase by Govt. of India. IHIP is a web-enabled electronic information system by which the real-time data collection, disease surveillance and effective preventive and control measures can be undertaken in a timely manner of outbreaks can be possible.     Rapid response teams constituted at the state and district level for the control of outbreaks/epidemics of infectious diseases, prompt preventive action is taken on receipt of information about outbreaks so that the effect of outbreaks can be controlled. IDSP laboratory networking: Under IDSP laboratory networking District laboratories have been strengthened and made functional as District Public Health Labs (DPHLs) for diagnosis of epidemic prone diseases in all 13 districts. Referral laboratory network under IDSP has been also established by utilizing the existing functional labs in the identified Govt. medical colleges in the state i.e. Govt. Doon Medical College Dehradun, Govt. Medical College Haldwani ,Govt. Medical College Srinagar and Govt. Medical College Almora and linking them with adjoining districts for providing diagnostic services for epidemic prone diseases during outbreaks.
